6月29日，义乌召开了义乌人才新政新闻发布会，推介义乌创业创新的优良生态，亮出共建金义科创廊道的义乌态度。医院等多家单位成为“中国义乌人才绿卡服务”联盟成员，为义乌人才提供优质服务。

在6月中旬召开的浙江省第十四次党代会上，省委明确提出要突出人才强省工作导向，舍得下本钱、放得开手脚，谋划实施一批重大人才举措。6月28日，金华召开金义科创廊道建设动员大会，也吹响了建设浙中科创高地的冲锋号角。

29日的义乌人才新政新闻发布会上，义乌市委常委、组织部长陆品能通报了义乌市委、市政府制定出台的《关于支持人才创业创新的若干意见》的有关精神。

据介绍，义乌此次发布的人才新政聚焦打造人才生态最优城市目标，提出了6大方面、20条举措，明确了引育体系立体化、服务水平精细化、人才管理科学化、创业载体多元化、创业扶持精准化、工作格局一体化等内容，形成了涵盖“引才、育才、用才、扶才、励才”的人才工作政策链。

据悉，自年义乌发布“英才计划”至今，义乌吸引了包括46名国家、省“千人计划”专家和14名柔性引进的两院院士在内的25.9万人才。

为服务好引进的人才，义乌着手打造了人才绿卡服务联盟，高层次人才凭绿卡可享受行政服务事项办理、就医、机场火车站安检等绿色通道，每年享受元的休闲健身、景区旅游、公共交通等服务。
